Where's all the WATER?

We live in a picturesque desert location. The weather here is wonderful: dry, warm and sunny pretty much all the time. The people in our state are city-dwellers, farmers, and ranchers. Every year our population grows as people from clod, wet states move to beautiful New Mexico. So a huge problem has arisen: all these people with water demands are draining our aquifer.
